Lastly.parents can use all their free time and resources to make sure that their children develop well and become contributing citizens.

In China .I believe so. The law is for everybody and nobody can be exempted from it.

Even though Chinese law is far from being complete. as a whole it is generally fair. The truth is that even if the law is fair.it depends on how law enforcement carries out laws to insure fairness and justice. I regularly see news reports about law enforcement officials getting caught for embezzlement .bribe-taking and corruption. These kinds of powerful people have a detrimental effect on the fairness and implementation of laws.
