Before scrutinizing whether a country should produce food for all the population on its own barely without the foreign supplies, I would first say that it is totally not doable for some of them to do this. The word should is persuasive only if those nations have the capabilities to fulfill their peoples intake needs, but this is far away from the grain yield of many countries: their lands are not that fertilized to grow abundant crops; their climate is too extreme to ensure the harvest of most vegetables or other farming produce. One would only see the dark scenarios once their importations are cut down, and once their population are only distributed with their local daily consumptions, because most people would only suffer from famine and pay a lot in their food consumption; the hideously high Engels coefficient tells only how harsh a life citizens are living by kneeling and praying for a bumper harvest year. Ultimately, it is the lack of ability for them to pledge the provision that makes the claim collapse.

The thinking elicited from the topic is also myopic; they certainly overlook the problem and make the irresponsible proposal without considering what if the world economy depresses when limiting this kind of circulation.
